When It Is All Obvious

Ball shows a dog in desperation because it has got a ball in its mouth. 

Nobody appears to help the poor dog.

The guy was probably seeing, in his Inner Reality, that the dog missed him, since the dog got happy with his presence, and so on. 

The dog was in anguish and felt a lot of relief when the ball finally got out of its mouth. 

It doesn't care about the guy after that, like there is not much to be celebrated.

He cannot notice something that is this obvious.... . 

I think that this is called self-centrism: Inability of putting ourselves in the other person's shoes. 

It is like this person's Inner Reality is very far from the contents of the World of God in what regards that situation.
